Intense and widespread debate on the revision of PGMO Aledo (13/10/2016)

Last Tuesday night a briefing on the review of land-use planning of Aledo (PGMO), which is public information and allegations until the next day was held on October 18.

The briefing, held at the premises of the Agrarian Chamber of Aledo, was convened by the Farmers Union Lower Guadalentín (COAG), the Confederation of Employers of the Low Guadalentín (CEBAG) and the Association of Owners of Plain of Cabras (APELCA) in collaboration with the City of Aledo.

The purpose of the meeting was to inform residents and landowners about the content of the review of PGMO Aledo, as well as the more than 1,000 claims that were submitted to the Plan in June 2014, while to move the assessment of the convening organizations, whether these claims had been taken into consideration in the text now revised and submitted to public information.

The President of CEBAG, Jose Luis Hernandez, recalled that the text of the Plan now allegedly reviewed and that was started by the previous Corporation PP, to supposedly change the strategic and territorial model of Plan annulled by the Supreme Court of Murcia in 2010 and by the Supreme Court in 2013;

It was but a crude makeup Plan annulled by the Courts in Murcia and Madrid.

Since, in his view, virtually kept the surface of sectored developable housing estates at the expense of being reclassified developable not developable or protected, about 30% of rural land owned more than a thousand residents and owners of Aledo, mostly dedicated to agriculture, which prevented if they had to make buildings more than 20,000 meters.

The President of CEBAG also criticized that had not taken any steps or by the previous nor the current Corporation to support the reclassification of nearly a thousand hectares mostly with agricultural crops SPAs (Special Protection Area for Birds) del Llano de las Cabras, following a request by APELCA three years ago Environment, after finding the total disappearance of the Lark of Dupont, who was the sole reason for the creation of SPAs.

He also raised José Luis Hernández the question of whether or not it was an appropriate model of sustainable development for Aledo and future generations, placing Aledo in a 7,500% increase, from the current 1,000 inhabitants to more than 75,000 people in the future .

Then the Municipal Architect of Aledo, along with the Mayor and some council members had participated and collaborated in convening the meeting;

He explained that, in his opinion, could only claim to some specific issues that were the subject of the partial review, stating that all he had done the City was to fulfill the judgment of the courts and follow the guidelines of the Autonomous Community, also that the City had no jurisdiction to remove the SPA of Llano de las Cabras.

After these two interventions there was a lively debate among some of the attendees and participants, among which highlighted the Mayor of Aledo, Juan José Andreo, who said the plan that was reviewed was neither the Plan of its Group, nor that he would have liked to raise.

But as stated earlier Corporations and the City they had contracted financial commitments and signed agreements that, if they failed in one way or another, could lead to demands for economic responsibilities, which could lead to serious consequences for the City and Services given to neighbors.

Also said the Mayor of Aledo who was willing to support the request of the owners of Llano de las Cabras to ask Environment disappearance of SPAs, because he was aware that hundreds of homeowners and farmers in Aledo and other nearby destinations with the rules of the SPAs, they could not make any housing or agricultural or construction, even the facilities for some crops.

also he committed Juan José Andreo to value more than a thousand arguments that those affected presented two years ago to previous Corporation, to see if it was possible to accept all or part any of the requests, and incorporated in the text of the revised Plan public information that might be sent to the region.

Also the President of CEBAG welcomed the willingness of the Mayor and the government team of Aledo dialogue, while he said they would present before Wednesday of next week, the claims that are deemed appropriate were by individuals and groups affected, the text the revision of PGMO on public display.
